     As a prior-member of the Presque Isle Township Parks & Recreation Committee, many people have approached me over the last several months to ask why so many trees were cut at the Old and New Presque Isle Lighthouses.  First I'll tell you what happened in a quick statement, then I'll fill in the blanks.

     Presque Isle Township Supervisor, Patrick Pokorski invited a contractor to come to both lighthouse parks and remove trees.  He did this without approval from the Presque Isle Board of Trustees.  There were no bids from other contractors.  There was no written contract with the company that removed the trees. 

     The trees are as Township assets just the same as any structure owned by the Presque Isle Township.  Nobody knows the value of the logs and wood chips removed from township property.  The first photo shows the trees cut as viewed from the 1905 House at the New Presque Isle Lighthouse.

     Here is the rest of the story.  In September of 2009, the Presque Isle Township Parks & Recreation Committee and the Presque Isle Museum Society held a joint meeting. (I attended as a Parks committee member)  As hosts of the 4th of July picnic and the Labor Day picnic, the museum society have had concerns regarding parking.  They suggested some ideas to add additional parking spaces. 

     It was agreed upon that Supervisor Patrick Pokorski and two members from the Parks & Recreation Committee were to walk the property at the New Lighthouse and determine what areas would be cut.  That meeting didn't happen as planned.   What SHOULD have happened was the three men would have reported their thoughts back to the next Park & Rec. meeting for further discussion among the entire committee.  At that time, the Parks & Recreation committee acted an advisory committee only with no decision making authority.  Once we had reached a decision about the best way to go about the parking issue, we would have made a "recommendation" to the Presque Isle Township Board of Trustees and they would make a decision on a project of this size.  There would have been discussion on cost, contractors bids, and zoning rules.  (As it turned out at later meetings, protocol would have had Parks & Rec reporting to the Township Planning Commission who would then refer it to the Board of Trustees)

     This is what DID happen.  Pokorski and Parks committee member Clayton Peters determinted what trees should be removed.  At the October meeting of the Parks & Recreation Committee, Supervisor Patrick Pokorski advised the members of the committee that the trees at been cut, "at no cost to the township."  Supervisor Pokorski appeared quite pleased with himself that he had arranged a deal where the contractor would not charge the township for the tree removal in exchange for the material including logs and brush that had been chipped to be sold. 

     It was at this October meeting that Supervisor Pokorski also advised us there had been a large amount of trees cut at the Old Lighthouse.  The committee was shocked because there had been no discussion at our prior meeting about any tree removal at the Old Lighthouse.  The driveway coming into the park had been widened as well as the circle loop up to the lighthouse.

     Supervisor Pokorski was not in town when the trees were being cut.  He put Clayton Peters in charge of the project. Clayton thought Pokorski had board approval.  Clayton told me as he was instructing the loggers on what trees to cut at the New Lighthouse, he was not aware that a second crew was working at the Old Lighthouse.   

     In addition to the tree removal at the lighthouses, several large trees were removed from private property (Common property owned by the Presque Isle Harbor Association) near the Presque Isle Cemetery.  I was not in attendance at any P.I.H.A. meetings where there may have been discussions on the cutting of trees there so I won't comment on that. 

     NO COST TO THE TOWNSHIP - As I mentioned, Supervisor Patrick Pokorski said the work was done at no cost to the township.  I can say there has been a great amount of cost to the township.  The contractor left a huge pile of stumps on the Lake Huron shore near the Old Lighthouse.  Dumping on that wetland was a D.E.Q.violation so the township had it removed at a cost to the taxpayers of $2,000.00.  Repairs in the Spring of 2010 have already exceeded $5,000.00 in taxpayer money to make the parks safe for visitors.  A special meeting was held by the Parks & Recreation committee to walk both parks and discuss repairs and restoration.  As the Parks & Recreation Committee is now a paid committee (As of January 2010) each member in attendance was paid the traditional meeting fee of $90.00.  Further repairs and restoration is needed and the total cost to the taxpayers isn't yet known. 

     FAILURE TO ADMIT FAULT - What has angered many residents is Supervisor Patrick Pokorski blamed the Parks and Recreation Committee for the tree cutting.  In minutes from Board of Trustees meetings, he refers to "The Plan" the Parks & Recreation Committee had.  At a Spring Parks & Rec. meeting,  I asked Supervisor Pokorski what he meant by "The Plan".  Supervisor Pokorski raised his voice and in an angry tone replied that "The tree cutting is done and we're not discussing it anymore.  It's a dead issue."  I begged to differ as the township hadn't finished paying for the damages. 

     The only plan the Parks & Recreation Committee has had was to have further discussions about parking and maintenance.  It was Supervisor Pokorski who brought in the logging company.  The minutes of all the meetings of the Parks & Rec, the Planing Commission, and the Presque Isle Township Board of Trustees are all public record.  Nowhere will anybody find and comments on a plan to cut down these trees.

     Township residents and visitors have asked what's being done.  The Michigan State Police have been contacted (as of June 12, 2010) and a criminal investigation has begun.  A petition to recall Presque Isle Township Supervisor Patrick Pokorski will be be filed with the County Clerk in Rogers City.

     Patrick Pokorski is currently running for the for a the 106th district of the Michigan House of Representatives. 

     Unlike other blogs on the web that pertain to this township, I offer my name as a credible witness to all I have written.  Tell me what you think folks!  Your name will give your comments credibility as well. 

     I do want to add that this blog of which I own was not meant to be used for political reasons as I have no political agenda.  Unfortunately I have heard stories that suggest a skewed reality of the tree cutting exists in the township and I needed to set the record straight.  If any prior or current members of the Parks and Recreation Committee or the Board of Trustees finds error in my words, I will be happy to amend this posting.

     I do encourage comments and won't delete them unless they are inappropriate in taste and content.  If you have questions you would like to ask in person, The Presque Isle Township Parks & Recreation Committee meets the last Monday of each month at the Township Hall at 7:00.  The Planning Commission meets the first Monday and the Board of Trustees meets the second Monday of each month.

In the last pargraph of the above posting, I encourage people to post thoughts and comments. I received a phone call on my cell phone this evening from Presque Isle Township resident Nancy Brown. She accused me of tearing apart the township by sponsoring the recall of township Supervisor Patric Pokorski.
I guess I should post an update that on Friday June 18th, as a representative of concerned citizens of Presque Isle Township, I did in fact submitt a petition to the Preque Isle County Clerk in Rogers City. There will be a clarity hearing on June 30th.
Nancy Brown is blaming me for the turmoil that this will cause the township. I pointed out that it was Patrick Pokorski that authorized a contractor to cut down acres of tree from public HISTORICAL property without board approval. It is Patrick Pokorski who is responsible for spending his entire budget months before the end of the fiscal year...and then kept spending.
I do appreciate Nancy Brown's comments and her right to voice her opinion, but with all due respect to her, I'm not the elected official who is being recalled. I'm not the elected offical who is being investigated by the State Police. I was appointed to be a member of the Presque Isle Township Parks and Recreation Committee. If the Board of Trustees feels that I am "tearing apart the township", I am confident they will vote to un-appoint me. I am simply one of a dozen reliable witnesses who attended the meetings as described in my original posting titled, The Truth About The Tree Cutting.

To all citizens of the Township of Presque Isle, we cannot afford to have a leader who gives no regard to the processes that have been set in place, Nor do we have the money to allow said leader to spend beyond the assigned budget. Trying to repair the damage caused by Patrick Pokorski is unacceptable. A wild card such as this is sure to cause problems later. Not only did he exercise a blatent disregard for the rules, it crosses into illegal.
This disaster is furthur worsened by his refusal to accept responsibility for his actions, nor apologize. So lets review; we have an intentional refusal to follow the process set forth, a disregard for reasonable financial budget, and an arrogant refusal to accept responsibility for his actions.
Think of it this way: You ask discuss putting a small addition on your home, and ask for his opinion. Later you come home to find he has already constructed an addition that you never approved and costs you more than you had allocated, and then denys any fault of his own!
I encourage everyone to sign the petition to recall Patrick Pokorski.

Although I will except anybody's comments and opinions here, be they truth of lies, I personally will only post the truth and facts I can prove. This being said, I'm glad Nancy Brown did the right thing in personally calling (most) members of the Parks & Recreation Committee on the phone to apologize for calling them "a bunch of drunks." From what I understand, she mis-spoke and meant to say the team that launched the fireworks at the Presque Isle Harbor every year were drunks, not the Parks & Recreation Committee.

The experienced fireworks team resigned earlier in the Spring because they were offended by such comments made by a small group of township residents. They asked for an apology from Presque Isle Township Supervisor Patrick Pokorski and never received one.

What State Police Investigation?Where are and what are the facts? Do you believe that the trees around the Lighthouse parks are sacred in some way? Have they never been cut down before as to allow a Lighthouse keeper visual aid to do their job? My Father lives between the Lighthouses and is concerened about the OVERGROWTH of trees and brush. What would be the result of a fire with a strong wind? How happy would the people be if everything burned? Ever hear of a town called Metz? Progress has been zero for several years in many areas in this township.Elections have consequences, some people did not like the outcome, too bad, wait for the next election or RUN YOURSELF!!!!!!!! You have done yourself and this area a disservice with your actions. You complain about costs to township, what is the cost of the recall effort going to be? There has been several efforts to have the Lighthouse gift shop operated by the township, for the financial benefit of same, each is defeated, why not have the township recive the financial benefit of it's own asset? How about no gift shop and 100% of climbing fees? If the petion is/was so important to YOU, why were you not in Rogers City to answer questions from the 30+ people who took the time to go there and show thier support for the changes our CURRENT supervisor has enacted? Thank you for your comments Jeff. As I said in my original posting, I won't delete negative comments unless they are vulgar. You've made your points very clear so let me respond the best I can.

The State Police investigate illegal activity. They don't care about public opinion and will uncover the facts so you will have to get your answer from them. Patrick Pokorski has been negligent in his roll as an elected official. As my original posting states, he did not get Township Board approval before giving away thousands of dollars worth of township assets form historical public property. The problem is if it's O.K. for him to do it, has a precedent been set and can we stop somebody else from taking trees or large rocks from the beach?

Do I believe the trees are sacred? What I think doesn't matter to anybody but myself. Every citizen has a right to their own opinion and there are a large amount of people who are upset. This petition will give each citizen a chance to vote and let their own voice be heard. It's not up to Patrick Pokorski, myself, or you Jeff to decide what’s appropriate for everybody else.

There is no longer a lighthouse keeper that requires a visual aid. There was conversation between the Museum Society and the Parks & Recreation Committee about creating additional parking spaces for the picnics and a couple other high volume days. I'm sure most people would agree that there isn't as much need for parking as there were trees cut down. There should have been a public hearing regarding a project of this magnitude.

Regarding concern for a fire on the peninsula - Jeff, do you think the trees cut at the either lighthouse would stop a raging fire? The large swath of trees that have been removed at the New Lighthouse are beyond the residential area and wouldn't do anything to stop a there. Would you suggest cutting more or all the trees by the lighthouse to prevent a fire? One can't have a forest fire if there is no forest.

You asked, "How happy would people be if everything burned?" Are you suggesting we cut down all the trees to prevent them from burning down? To keep you on point here Jeff, the recall seven concerns that do not include the risks of fire to area homes. Yes I heard of the fire in Metz and my question is the same. Do you think people are to blame for not cutting all the trees down around Metz to prevent a fire?

You said, "Progress has been zero for several years in many areas of the township." Again you are getting off point. The recall has nothing to do with what was done or not done years ago. I'm all for progress but I'm also for our township officials following the law. I'll remind people here that the Township Supervisor doesn't have more power than the rest of the members of the Board of Trustees. Per the Township Attorney (We're you at that meeting last Fall Jeff?) it is the board as a unit that has the power to make decisions on behalf of the residents.

The reason government moves slow can be described with one word. Accountability. Supervisor Pokorski seems to be in a hurry to achieve his own personal agenda.

People could wait for the next election to vote out a township official or do it sooner by a legal recall. Patrick Pokorski's actions in his first 18 months as Supervisor has people worried about what he'll do in his last 30 months in office.

I appreciate your opinion Jeff but for every negative comment like this I've heard, I have had twenty people say "Thank you for doing this.” I shouldn't have to point out that it's Patrick Pokorski that has to be accountable for his actions and done the disservice. I'm just somebody that has had the courage to stand up to a bully. I know a lot of people that will vote for the recall but don't want anybody to know about it. That's their choice and I respect people having choices. That's democracy. People are free to judge me - good or bad - by my actions just like they will certainly judge you for your comments and opinions. God Bless America for giving us that right.

You said, "You complain about costs to township, what is the cost of the recall effort going to be?" I'm not the only one complaining about Patrick Pokorski's budget woes. It's not just my tax dollars that are being spent on clean up, restoration, and repair to the lighthouse parks or his overspending on nearly every other project he‘s part of. The recall won't cost the taxpayers a dime. It just gets added to the ballot at the next election. For details, see the County Clerk.

If you want to argue about who runs the gift shops, take it to the Parks & Recreation Committee. I understand there is some family history regarding the lighthouse gift shops but that has nothing to with the recall.

I myself (as a Parks & Rec committee member) asked Pokorski to present a business plan on how it would benefit the township to run the gift shops at the lighthouse parks. He failed to do so. There was only one bid for the lighthouse concessionaire contract. There was a lot of discussion regarding several concessionaire issues before Parks & Rec made a recommendation to the Board of Trustees.

That's the best question you asked in your posting Jeff and I'm glad to take this opportunity to answer you. First of all, this isn't my petition. There are many concerned citizens in Presque Isle Township that support the recall.

The County Clerk set the clarity hearing during a pre-planned family vacation which was out of town. I asked Sue (The Clerk) if I should change my plans and she said there was no need. It wasn't important to attend the meeting because people can't influence the decision of the voting commission once the wording had been submitted. Other recall supporters were there at my request. I didn't encourage more supporters to attend because there wouldn't have been enough room. I knew how big the Commissioner’s room was and another hundred people would have left people standing in the hall.

The beautiful thing about a democracy is everybody has a right to their opinion and although we may not all agree, we have to respect that everybody can make up their own mind. Unfortunately, it's uninformed people who create their own reality and then spread rumors and that's what really tears apart a community.

Jeff, the Parks & Recreation Committee meets the last Monday of the Month. The Planning Commission meets the first Monday of the month. The Board of Trustees meets the second Monday of the month.
